On May 29th, the Dubuque City Council held a public hearing regarding an application for the Preservation and Reinvestment Initiative for Community Enhancement (PRICE) grant program administered by the Department of Housing and Urban Development.
The City of Dubuque is applying for $50 million to purchase both Table Mound and Terrace Heights mobile home communities, make major improvements to the infrastructure of both parks, and turn them into resident owned communities (ROC).
For years residents of both parks have been fighting back against unjust rent increases and poor maintenance of their parks, both owned by out-of-state corporations from Colorado. This application is in response to the months long call from tenants of Table Mound and Terrace Heights asking the city to assist in creating a ROC.
Residents of 736 units would save hundreds of dollars each year on rent. Residents did the organizing, the city has helped create the plan, and now its up to HUD to help make it happen.
